RESUMEN
El presente estudio pretende hacer una breve exposición del Tratado de Aves
Migratorias de Estados Unidos de 1918, al cumplir 100 años de existencia como
instrumento internacional, desde que la ley que en ese país la implementó como
tratado.
Este trabajo inicia pues con una definición del Tratado, así como su
caracterización e Historia, con un especial énfasis en el rol de la ONG National
Audubon Society. Sigue el trabajo exponiendo las medidas de protección
establecidas por el Tratado y revisando algunas controversias jurídicas o políticas
que se han suscitado en torno al Tratado. Después, enlista a los Estados Miembros
del Tratado Internacional y las diferentes especies que pueden ser protegidas en
cada uno. Revisa la labor de los organismos contralores del cumplimiento del
Tratado en los Estados Unidos y en el mundo.
Finaliza concluyendo la importancia de la avifauna y su protección
internacional en el mundo y especialmente criticando la situación en Chile.

ABSTRACT
This research tries to do a brief exposition of the Migratory Bird Treaty Act
of the United States of 1918, commemorating the 100 years of its existence as
international law, since the Act that implemented it as a treaty.
It starts with a definition of the Treaty, and its characteristics and History,
with an especial view of the role played by the NGO National Audubon Society.
It follows exposing the protection steps stablished by the Treaty, then reviewing
some controversies around it. After that, it shows the signatories States and the
different protected species in each one. Then it reviews the labour of the different
organizations that control or enforce the Treaty in the US and in the world.
It ends concluding the importance of birdlife and its international protection
in the world and specially criticizing the situation in Chile.
